２ 競争参加資格
(1) 予算決算及び会計令第70 条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

(3) 平成28、29、30 年度財務省競争参加資格（全省庁統一資格）において、業種区分が「物品の販売」であって、「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者、又は、当該競争参加資格を有していない者であって、入札書の受領期限までに競争参加資格審査を受け、「物品の販売」の「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされた者であること。
(4) 経営の状況又は信用度が極度に悪化していないと認められる等、適正な契約の履行が確保される者であること。

(5) 落札者の決定方法 予算決算及び会計令第79 条の規定に基づいて作成された予定価格の制限の範囲内であり、入札説明書で指定する技能等の要求要件のうち必須とされた項目の最低限の要求要件を全て満たしている提案をした入札者の中から、入札説明書で定める総合評価の方法をもって落札者を決定する。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者の中から、入札説明書で定める総合評価の方法をもって落札者を決定することがある。

(6) 入札方法 競争の導入による公共サービスの改革に関する法律に基づく民間競争入札としてグループ毎に順次行う。落札決定に当たっては、総合評価方式をもって行うので、入札書、総合評価のための本業務実施の具体的な方法、その質の確保方法等に関する書類（以下「企画書」という。）及びその他入札説明書等に定める入札に必要な書類（以下「その他必要書類」という。）を提出すること。また、入札書に記載する金額は、契約期間中、本件業務の提供に要する一切の諸経費を含めた金額の総価を記載すること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の８％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の108 分の100 に相当する金額を入札書に記載すること。
２ 競争参加資格

(6) 競争の導入による公共サービスの改革に関する法律第10 条各号（第11 号を除く。）の規定に該当しない者であること。
(7) 警察当局から、暴力団員が実質的に経営を支配する業者又はこれに準ずるものとし、国発注業務等からの排除要請があり、当該状態が継続している者でないこと。
(8) 本入札は、一の事業者で参加することも複数の事業者で構成されるグループ（以下「入札参加グループ」という。）で参加することも可とする。
なお、入札参加グループで参加する場合は、次の要件をすべて満たす者であること。
イ 入札参加グループの代表となる事業者（以下「代表事業者」という。）を定め、入札書類の提出期限までに入札参加グループ結成に関する協定書（又はこれに類する書類）を提出した者であること。
ロ 代表事業者は、上記(1)から(7)の要件をすべて満たす者であること。
ハ 入札参加グループを構成する代表事業者以外の事業者（以下「グループ事業者」という。）は、上記(1)から(3)及び(5)から(7)の要件をすべて満たす者であることとし、平成28、29、30 年度財務省競争参加資格審査（全省庁統一資格）において、「役務の提供等」の「Ａ」、「Ｂ」、「Ｃ」又は「Ｄ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者、又は、当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け、「役務の提供等」の「Ａ」、「Ｂ」、「Ｃ」又は「Ｄ」の等級に格付けされた者であること。

(5) 落札者の決定方法 予算決算及び会計令第79 条の規定に基づいて作成された予定価格の制限の範囲内で有効な入札を行った入札者であって、入札説明書等で指定する性能、技術等の要求要件のうち、必須とされた項目の基準をすべて満たす提案をした入札者の中から、入札説明書等において定める総合評価の方法に基づく計算を行い、得点の最も高い者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち総合評価の方法による得点の最も高い者を落札者とすることがある。
