The National Tax College offers the “Practicum at the NTA,” targeting tax officials from developing countries who are studying at Japanese graduate schools (such as Keio University, the National Graduate Institute for Policy Studies, and Hitotsubashi University) under scholarships provided by organizations like the World Bank. Established in 1996, this program has hosted over 400 participants from more than 50 countries and regions to date.

 Participants engage in a mock tax treaty negotiation exercise, gaining practical experience in treaty negotiation techniques and procedures.

 At the conclusion of the program, participants present their research papers, comparing and analyzing the tax systems and tax administrations of Japan and their home countries.

 At the closing ceremony, professors from participating universities and embassy officials from each country are invited to attend the certificate presentation.
