The National Tax College (NTC): The Training Institution of the National Tax Agency (NTA)

The NTC is an institution to provide necessary training to national tax officials. The NTC consists of the Central Institute and 12 Regional Training Centers.
The NTA’s training system is based on following three pillars:

  1. Group training at the NTC
  2. On-the-job training
  3. Group training at the workplace

As well as training the recruits of high school and university graduates as reliable tax officials, the NTC provides training to the tax officials working at the forefront so that they can cope quickly with social changes.
Furthermore, the NTC conducts research on taxation and also provides training to the foreign tax officials mainly from Asian developing countries for international cooperation.

History

May, 1941
The Ministry of Finance Taxation Training Institute was established.

April, 1944
Sendai, Nagoya, Hiroshima, and Kumamoto Training Centers were established.

April, 1945
Osaka Training Center was established.

May, 1947
The Ministry of Finance Senior Finance Training Institute was established.

June, 1949
With establishment of the NTA, the Ministry of Finance Senior Finance Training Institute was changed to the National Tax Agency Training Institute.
Primary and Senior Courses began.
Tokyo, Kanto-Shinetsu, Sapporo, Kanazawa, Takamatsu, and Fukuoka Training Centers were established.
Correspondence Training Courses (Bookkeeping, Accounting, etc.) began.

June, 1964
The National Tax Agency Training Institute was changed to the National Tax College.
Senior Course was changed to Advanced Course.

April, 1965
Research Course began at the Central Institute.

June, 1968
The Tax Reference Room was opened at the Central Institute’s Wakamatsu Campus.

April, 1969
Basic Training Courses for new tax officials began at the Regional Training Centers.

April, 1971
The Entrance Exam for National Tax Experts began.
Basic Training for Service as National Tax Experts began at the Central Institute.

May, 1972
Okinawa Training Center was established.

July, 1974
Training programs for National Tax Experts, currently called Advanced Course (7 months), began at the Central Institute.

April, 1978
The Central Institute’s Funabashi Campus was established.
International Tax Seminars began at the Central Institute.

September, 1988
International Seminar on Taxation (ISTAX) began at the Central Institute.

July, 1998
Wakamatsu and Funabashi Campuses moved to Wako City, Saitama Prefecture (Wako Campus). The Tax Museum was established.

July, 2002
Comprehensive Training Programs began at the Regional Training Centers.

July, 2006
The Tax Museum was reorganized into the Tax Research and Archives Center (Tax Museum).

July, 2007
Education Department Ⅰ and Ⅱ were reorganized into General Education Department and Technical Education Department.
Specialty Course began at the Central Institute.

July, 2010
Basic Training on Specialized Taxes began at the Regional Training Centers.

August, 2013
Correspondence Training Courses (International Taxation, Rulings and Legal Affairs) began.

May, 2014
Secondary Course began at the Regional Training Centers.
